WASHINGTON -Soviet leader Mikhail Gorbachev, set ting foot for the first tim e on American soil Monday, said he hopes to hear “ new words” about prospects for cutting long-range strategic weapons at his White House sum m it this week with President Reagan. The Reagan adm inistration rolled out the red carpet for Gorbachev and his wife Raisa, and in a welcoming statem ent the Soviet leader wished “ peace and well being to all Am ericans.” “ At the center of our discus sions with the president of the United States will be the pivotal questions of Soviet-American relations, questions of reducing strategic offensive a rm s,” Gorbachev said. Reagan, presiding later at the lighting of the national Christm as tree, said he had in vited Gorbachev to Washington to “ discuss ways in which we can reduce tensions between our two countries. He and I will m eet in hopes of promoting peace for our peoples and all the people of the ea rth .” He said the s ta r of peace atop the tree would rem ain lit day and night during the sum m it to “ rem ind us why w e’ve gath ered and what we seek.” Asked by reporters if he had any new words for Gorbachev, Reagan said, “ He’ll hear them in the m orning.” Asked whe ther he wanted a strategicarm s agreem ent as a Christm as present, Reagan laughed and said, “ I ’ll take what we re going to have.” The White House sum m it opens Tuesday, highlighted at 1:45 p.m. EST by the signing of a trea ty to elim inate interm ediate-range nuclear
